On December 11, 2013, Elmira College received $2.25 million of a $5 million grant request from New York State Governor Andrew Cuomo’s Empire State Regional Economic Development Council for the construction of a new Health Sciences Center, which is now located in historic Cowles Hall.
The Center will features:
The Center houses the Nurse Education program and expanded education and programming that recognizes both the demand for more nurses and health care professionals and the new, complex roles they will inhabit in the evolving world of contemporary healthcare.

National labor statistics indicate that the health care industry will see a 26-percent increase in job growth through the year 2020. Elmira College’s commitment to expand its current Nurse Education Program into a comprehensive Health Sciences Center will position the College as leader in the region for health care education. This will have a significant impact on the economic growth in Elmira and the surrounding communities.
The application process for this grant began this past summer when Elmira College submitted a grant proposal to the Southern Tier Regional Economic Development Council. The Council reviews all applications and prioritizes them to match the Council's strategic plan for economic support and revitalization for the Southern Tier region. The application was then sent to Empire State Development for final approval, where it was ranked a top priority among all those submitted in the region.
